OECM is pleased to announce the appointment of Jelena Vulovic-Basic, Senior Director of Facilities Operation and Engineering at Durham College and Ontario Tech University, to its Customer Council Committee, effective June 5th, 2025. Jelena joins the committee as an advisory member representing Ontario’s college sector and the Ontario College Association of Physical Plant Administrators (OCAPPA). OCAPPA represents the facilities management departments at the 24 Ontario Colleges.
In her current role, Jelena oversees a multidisciplinary team of over 100 professionals, guiding infrastructure modernization initiatives, capital projects, and sustainability programs. With over 25 years of progressive experience in strategic leadership, infrastructure development, and sustainable operations, Jelena is a seasoned engineering and facilities management leader in the education sector. She has overseen the execution of multiple construction deferred maintenance projects totalling over $150 million, achieving significant reductions in greenhouse gas emissions and utilities usage. Jelena holds a Master’s degree in Mechanical Engineering with a specialization in Combustion and Environmental Protection from the University of Belgrade. She combines deep technical expertise with a visionary approach to organizational and operational transformation.
OECM’s Customer Council Committee (CCC) serves as a direct conduit for customer engagement and influence, with members providing strategic input to OECM regarding our customer-centric strategy, products and services, customer and supplier relationship management, service delivery approach, and more.
