September 15, 2026

OECM announces the launch of the Subject Matter Expert (SME) Roster Program, a strategic initiative that strengthens procurement outcomes for Ontario’s broader public sector by bringing specialized expertise into OECM’s sourcing activities.

The SME Roster Program is a growing community of experienced professionals who contribute industry knowledge, technical expertise and strategic insight to support sourcing initiatives as organizational needs arise.

It strengthens OECM’s sourcing activities by bringing sourcing projects informed by current market intelligence, emerging trends and leading practices. By engaging subject matter experts at key stages of the sourcing process, OECM helps deliver procurement solutions that create greater value for customers across Ontario’s broader public sector.

“Our customers rely on OECM to develop procurement solutions that respond to evolving market conditions while delivering value, innovation and quality,” says Perry Arzumanian, OECM’s Director, Strategic Sourcing. “The Subject Matter Expert Roster Program strengthens our ability to do exactly that by providing access to specialized expertise when and where it matters most.”

Investing in Better Procurement Outcomes

Ontario’s broader public sector operates in a rapidly evolving marketplace. Emerging technologies, changing regulatory environments, sustainability objectives and shifting customer needs require procurement professionals to have access to specialized knowledge across a wide range of industries.

The program enables OECM to:

  • Strengthen sourcing strategies through specialized industry expertise
  • Incorporate current market trends into procurement initiatives
  • Explore innovative products, services and technologies
  • Validate technical requirements and evaluation approaches
  • Enhance supplier engagement and market understanding, while ensuring transparency across OECM initiatives
  • Deliver procurement solutions that create greater value for customers
Benefits for Customers

Every sourcing initiative OECM undertakes is designed to help customers achieve better procurement outcomes.

By integrating subject matter expertise into sourcing projects, OECM will continue to deliver agreements that are informed by current industry knowledge and aligned with the evolving needs of Ontario’s broader public sector.

For customers, this means:

  • Stronger procurement strategies
  • Better-informed sourcing decisions
  • Procurement solutions that reflect leading practices
  • Greater overall value
Who can join?

Experienced professionals from a broad range of industries are invited to join the SME Roster Program. Members of the program may be invited to contribute to sourcing initiatives, advisory assignments and other projects that align with their expertise and experience.

This is not a Request for Proposal (RFP) or Request for Supplier Qualifications (RFSQ).

Instead, it is an ongoing opportunity for professionals to become part of a strategic network that supports OECM’s long-term sourcing objectives.

To join the SME Roster Program, professionals will be invited to create an Expert Profile, sharing information about their:

  • Areas of expertise
  • Professional qualifications and certifications
  • Industry and project experience
  • Availability
  • Compensation and engagement preferences
  • Résumé or curriculum vitae

Professional Engagements

Creating an Expert Profile does not guarantee an engagement or establish a contractual relationship with OECM. However, when expertise is required, OECM may contact members whose qualifications align with the needs of a particular project.

Experts engaged by OECM will be required to sign an independent consulting agreement and will be compensated for their professional services. Compensation and other terms will be established prior to each engagement based on the scope of work, required expertise, and nature of the assignment.

Professionals interested in contributing their expertise to support innovative procurement solutions are encouraged to join the SME Roster Program by creating an Expert Profile.
