Systematic and Explicit Evidence-Based Reading Programs and Interventions

Structured, evidence-based reading programs and intervention solutions tailored to support a wide range of student needs across K–12.

The agreement is organized into three tiers of structured support to meet diverse student needs and improve reading outcomes through systematic, explicit, and evidence-based instruction:

  • • Tier 1: Whole Classroom Support
  • • Tier 2: Small Group Intensive Intervention
  • • Tier 3: Individualized Intervention

Programs focus on key components of literacy development, including phonemic awareness, phonics, fluency, vocabulary, and reading comprehension. Awarded supplier partners also offer professional learning for educators and access to proven reading tools aligned with the English language curriculum, supported by research and demonstrated results.

Provincial Funding to Support Early Reading Screening Tools

The agreement supports the provincial government’s investment to allow school boards to purchase reading programs and interventions.

The agreement was developed in collaboration with the Ministry of Education and with various project advisors including Dyslexia Canada, International Dyslexia Association (IDA) Ontario, Ontario Institute for Studies in Education of the University of Toronto, and the University of British Columbia.
