Overview
The Government of Ontario has introduced new procurement requirements under the Buy Ontario Act (Public Sector Procurement), 2025 including the Buy Ontario Procurement Directive and the Municipal Buy Ontario Procurement Directive.
OECM is fully aligned with these directives. All current OECM agreements remain compliant and can continue to be used without disruption.
OECM customers can continue to procure with confidence, knowing compliance with Buy Ontario requirements is built into our agreements.
What This Means for You
- No changes are required to continue using OECM agreements
- All current agreements remain compliant with provincial requirements
- OECM has incorporated directive requirements into its sourcing processes
- Additional requirements apply only in specific cases (fleet vehicles and capital infrastructure)
All Current OECM Agreements Are Compliant
Following a comprehensive review, OECM confirms:
- All current OECM agreements meet the requirements of the Buy Ontario Act and associated directives
- OECM agreements are established as Vendor of Record (VOR) or similar purchasing arrangements
- As permitted under the directives, customers are not required to independently apply domestic preference (BOBI) requirements, as these are already addressed through OECM sourcing processes
- Participation of U.S. businesses is restricted in OECM procurements in alignment with directive requirements
- The majority of OECM’s Supplier Partners (approximately 95%) are currently classified as Canadian Businesses, consistent with the definition in the Buy Ontario Procurement Directive
Strategic Categories
Both directives include specific requirements for Fleet Vehicles and Capital Infrastructure.
When using OECM agreements in these categories, agreements are designed to support compliance and allow for applicable requirements to be incorporated at the second stage of procurement.
Ongoing Commitment to Compliance
OECM remains committed to ongoing alignment with provincial procurement requirements.
All future OECM sourcing activities will continue to align with the requirements of the Buy Ontario Procurement Directive and the Municipal Buy Ontario Procurement Directive, as applicable.
OECM will continue to align its agreements and supporting tools to enable customers to meet these requirements effectively.
