Online Transaction Management and Reporting Platforms, and Related Services (Cashless Transaction Management Solution and Related Services)
The Cashless Management Solutions and Related Services RFP is a retender of the existing OECM Cashless agreement. The new agreement will provide school boards with K–12 cashless payment management platforms designed to modernize school-based payments while strengthening governance, safety, and financial oversight. These solutions will deliver a secure, board-managed environment that enables parents and guardians to fund student accounts, while allowing boards and schools to define, manage, and enforce clear spending rules. Approved use cases—including meals, transportation, activities, and events—can be supported without the need for cash handling at the school level.
Built specifically for publicly funded K–12 education, the awarded solutions will support policy-driven controls, role-based access for students, families, and staff, and centralized reporting to enhance transparency and accountability. Comprehensive administrative tools will reduce manual processes, support reconciliation and audit requirements, and help boards apply consistent practices across schools.
Awarded suppliers will be required to meet Canadian public-sector privacy, security, and compliance standards, with safeguards appropriate for environments involving minors. The resulting solutions will be reliable and scalable, reducing operational risk, improving financial control, and supporting efficient service delivery across school boards.

AI Software
The AI Software and Related Services RFP is a net new agreement. This initiative will be designed to identify innovative, secure, and scalable artificial intelligence solutions that can enhance business operations, decision-making, and customer experiences. The RFP will cover a broad range of AI capabilities, including—but not limited to—data analytics, machine learning, generative AI, automation, natural language processing, and intelligent decision support. In addition to software solutions, OECM will also seek related professional services, including implementation, integration, customization, training, ongoing support, and governance. Our goal is to award Suppliers who demonstrate technical excellence, responsible AI practices, strong security and compliance standards, and a clear roadmap for innovation, delivering measurable value and long-term impact.
