HVAC Commissioning, Recommissioning / Retrocommissioning and Related Services

OECM is pleased to introduce our newly re-tendered HVAC Commissioning, Recommissioning/Retrocommissioning and Related Services agreement to our Marketplace. Gain access to heating, ventilation, and air conditioning commissioning services for new buildings and recommissioning and retrocommissioning services for existing buildings.

Note: This agreement is a re-tender of the HVAC Commissioning, Recommissioning and Retrocommissioning Services. A customer with a signed Customer-Supplier Agreement (CSA) under the HVAC Commissioning, Recommissioning and Retrocommissioning Services agreement may continue to use the services as the agreement remains valid until February 29, 2024. To sign on to the re-tendered agreement, please complete a new CSA with your preferred awarded supplier(s) below. The previous agreement is no longer available on the OECM website. If, however, customers require any documents from the previous agreement, please contact our dedicated Customer Support Team at customersupport@oecm.ca.

What You’ll Get

Category A – HVAC Commissioning Services (new buildings)

The services will be led by a commissioning authority who verifies that the building meets the Customer’s requirements at each stage of the commissioning process. These processes cover the different phases of commissioning, including concept, design, construction, and start-up (e.g., including the first year of operation) to ensure the building’s system operations (e.g. energy, water, and indoor environmental quality) meet the design requirements.

A number of services will support each commissioning phase including, but not limited to:

Concept Design Phase

  • Developing the Customer’s project requirements document
  • Developing a Basis of Design (BOD) document
  • Creating a commissioning plan for the Customer

Design Phase

  • Provide regular progress reports
  • Reviewing both the project requirements and basis of design documents, including:
    • Developing design phase issues logs
    • Updating the commissioning plan when needed
    • Verifying checklists and test procedures

Construction Phase

  • Reviewing and follow-up of project requirements, basis of design reports, commissioning plan with construction schedule, contractor submittals
  • Completing verification checklists and functional performance test results
  • Reporting completed training, recording and providing minutes/issues log from commissioning meetings, and providing periodic commissioning progress reports
  • Providing input in the development and resolutions of the deficiency list
  • Drafting the commissioning report

Occupancy and Operations Phases

  • Performing seasonal testing
  • Performing system warranty review
  • Providing as-built sequence of operations
  • Preparing final issues log
  • Providing final commissioning report
  • If required, assist with planning for recommissioning services

Category B – HVAC Recommissioning/Retrocommissioning Services (existing buildings)

The services will be led by a commissioning authority who verifies that the building systems meet the Customers’ requirements at each stage of the recommissioning* and/or Retrocommissioning** process. Recommissioning and Retrocommissioning Service Phases include, but are not limited to, the planning phase, investigation phase, implementation phase, and handoff phase.

The Supplier will provide a number of services to support each recommissioning and/or retrocommissioning phase, including, but not limited to:

Planning Phase

  • Defining goals and objectives
  • Assembling a team that will lead the services from start to finish
  • Develop a recommissioning (or retrocommissioning) plan including costs and associated savings

Investigation Phase

  • Understanding how and why the building systems are currently operated and maintained to identify issues and potential improvements
  • Reviewing existing drawings, specifications, existing service contracts, and available technical information related to the existing HVAC system
  • Inspecting the building and its sub-systems and equipment components
  • Interviewing Customer’s personnel
  • Prioritize measures and recommend the most cost-effective improvements for short (e.g., within one (1) year), medium (e.g., within five (5) years; and long-term (e.g., within ten (10) years) implementation
  • Evaluating trend data and equipment sequence of controls
  • Spot testing equipment and controls
  • Gathering and analyzing applicable data
  • Developing an investigation report, which also includes competitive quotes (if required) that list recommended system improvements and associated estimated costs and savings for short (e.g., within one (1) year), medium (e.g., within five (5) years; and long term (e.g., within ten (10) years)

Implementation Phase

  • Implementing selected measures
  • Updating energy savings calculations, as necessary
  • Verifying that measures have been implemented correctly
  • Monitoring results through metering, utility bills, and trending log review

Handover Phase

  • Completing final report summarizing each improvement, findings, and recommendations, including sequence of operation and operating intent as developed from the previous phase short (e.g., within one (1) year), medium (e.g., within five (5) years; and long term (e.g., within ten (10) years)
  • Conducting Customer facility staff training, as required
  • Holding a hand-off meeting
  • Generating a post-recommissioning energy performance rating
  • Developing persistence strategies, including the next recommissioning plan or an ongoing commissioning plan as may be required

* ** The distinction between Recommissioning and Retrocommissioning is as follows:

Recommissioning Services include re-optimization processes for existing buildings that have either been commissioned or retrocommissioned in the past. It looks at how and why building systems are integrated, operated, and maintained as they are and then identify issues to be addressed and ways to improve the overall building performance. Recommissioning may be adapted to meet the specific needs of various Customers.

Retrocommissioning Services include buildings that have never been commissioned and include collaborative processes that look at how and why building systems are operated and maintained as they are and then identify issues to be addressed and ways to improve overall building performance. Retrocommissioning adapts to meet the specific needs of each owner. Since occupant comfort complaints and high energy use often go hand-in-hand, retrocommissioning can help correct both.

Instead, OECM customers will define their service requirements during a second stage selection process and request pricing based on their specific scope of service needs. This allows customers to identify the strategic Supplier Partner that best aligns with their unique requirements and can effectively meet their needs. The Supplier Partners have identified they can provide services in all of Ontario’s counties, regions, and districts. This information will be shared with Customers post-award to support their second stage selection process.

SRP Customer Satisfaction Survey

As a valued customer with direct purchasing experience with our Supplier Partners, your feedback in the Supplier Recognition Program is crucial. Customer feedback is one of the focus areas used for SRP evaluations and survey (Net Promoter Score, NPS) is used for a customer feedback mechanism. The survey includes the list of suppliers who are eligible to participate in each year’s SRP. Survey result will be collected and shared back with the supplier partner by OECM.
